Using an axe or those types of tools generally stuffs the tool before it cuts the cable (I know I've tried). Mar 25, I would suggest making a cut, either with the hacksaw or boltcutters, whichever works best (tin snips may also work) and leaving the tyre in place for a while before removing it.

There is steel wire in the tire so be careful cutting them. I would make a cut on opposite sides and separate it. You will probably damage some roots during the process but they will probably be girdling roots anyway and not be that much of a problem. Post a picture after the tires are off and we can get a look.
